Final Camera-Ready Paper Submission

Final versions of accepted papers must be uploaded to EDAS for inclusion in the conference proceedings and to be submitted to IEEE Xplore®. The deadline is 10th May 2018 (hard deadline).

IEEE/IEEE Communications Society Policies

To ensure appropriate consideration of conflicts of interest during the review process, the ComSoc prohibits changes to the list of authors once a paper has been submitted for review during review, revision, or (if accepted) final publication. The author list may be changed only prior to the submission deadline.

To be published in the IEEE BlackSeaCom 2018 Conference Proceedings and to be eligible for publication in IEEE Xplore®, an author of an accepted paper is required to register for the conference at the full (member or non-member) rate and the paper must be presented by an author of that paper at the conference unless the TPC co-Chairs grants permission for a substitute presenter arranged in advance of the event who is qualified both to present and answer questions.  Non-refundable registration fees must be paid prior to uploading the final IEEE formatted, publication-ready version of the paper.  For authors with multiple accepted papers, one full registration is valid for up to 3 papers. Accepted and presented full papers will be submitted to IEEE Xplore®.

Revise your Paper

Please read the reviews of your paper and follow the reviewers’ recommendations for revising it and preparing the final version. When you are done with the revision, please print out your paper and carefully proof read it. Review formatting requirements can be found at:

Register for the Conference

The presenting author must register to the conference before submitting the final paper. Note that even if the presenter is a student, he/she must pay a Full Registration. For multiple paper presentations, one author registration is valid for up to 3 papers. The paper must be presented by an author of that paper at the conference unless the TPC co-Chairs grant permission for a substitute presenter arranged in advance of the event who is qualified both to present and answer questions   (See no-shows and substitute presenters policy below).

For conference registration, please go to the Registration page of the IEEE BlackSeaCom 2018 website http://blackseacom2018.ieee-blackseacom.org/registration/  and follow the instructions. After completing your registration you will receive an email with your paper upload number. Write this number down, you will need to use it to upload your paper into EDAS.

Submit your Paper

Your final paper must be submitted no later than 30 April 2018 in order to be included in the conference proceedings. The maximum number of pages for full papers is five (5), however, one extra page is allowed incurring an additional fee of 100 USD, which can be paid at EDAS website.

To submit your final paper, please go to EDAS, click on the “My Papers” button. Make sure that the author list in your paper and the list of authors on EDAS match. First, enter your registration code. Then, submit the electronic IEEE copyright form and upload your paper on the submission page.

IEEE Copyright Form

Before you upload your camera-ready paper, you will need to submit your IEEE copyright form using the IEEE electronic copyright mechanism. Please follow the link provided on the paper submission page.

Policies on no-shows and substitute presenters

Each paper must be presented by an author of the paper in person at the conference. Presentations via teleconference (e.g., Skype) or pre-recorded tape are not permitted. Permission to have the paper presented by a substitute presenter may be granted by the TPC co-Chairs under certain extraordinary circumstances. Authors with travel contingencies should consider arranging a substitute presenter. A substitute presenter must be qualified to answer questions regarding the paper. A request of a substitute presenter must be sent to the TPC co-Chairs no later than Monday, May 14, 2018. The TPC co-Chairs may approve or deny the request by Monday, May 21, 2018. A no-response by the TPC co-Chairs after this deadline shall be considered as denial.

A paper not presented or presented by a non-author without prior written approval by the TPC co-Chairs will be removed from the final conference proceedings before uploading to IEEE Xplore®. No refund will be made to authors of these papers.

Policy on registration transfers
All requests for registration transfers must be submitted via email to BLACKSEACOMreg@ieee.org and received by 30 April 2018.  A $100 processing fee will be charged after 30 April 2018.

Visa letters 
If you need a visa assistance letter, you can obtain one from EDAS. On your paper information page, there will be a letter shaped icon (visa letter). Once you click on it, a PDF of the visa letter will be generated. If you require a hard copy letter, please go to http://visa.comsoc.org/.
